In 1987, received Doctor of Engineering from the Department of Systems Science at Tokyo Institute of Technology. In 1991-92, Fulbright Research Fellow at Graduate School of Public Affairs, New York University. From 1996, Associate Professor at School of Decision Science and Technology, Tokyo Institute of Technology. From 2014, Professor at School of Environment and Society of Tokyo Institute of Technology. From 2022, Professor Emeritus at Tokyo Institute of Technology. From 2018 to 2020, President of Japan Association for Planning and Public Management. Co-founder of Japan Minipublics Research Forum funded in 2015. I Have been working for local governments in Japan as a policy adviser. My research interest is in behavioral aspect of collective will formation and institutional design. I conducted the first Deliberative Polls in Japan in 2009 and the online DP in 2015 in cooperation with Science Council of Japan.
