European Citizens’ Panel 2025

The European Commission is organizing its sixth European Citizens’ Panel since the Conference on the Future of Europe. This time it is on the EU long term budget to prepare the Commission’s proposal due in July. This panel brings together 150 randomly selected citizens from across the European to provide recommendations to the European Commission on what priorities and actions funded by the EU bring the most added value to Europeans. Sortition Foundation and Sortition Europe, together with the SORT-EU network, have organised the democratic lottery to select participants for the European Citizens’ Panel on the future long term EU budget.

The selection process, which took place throughout February 2025, aimed to build up a group demographically representative of the diversity of the EU population.

The panel meets over three weekends between March and May 2025. The first and third sessions are held in person in Brussels (March 28–30 and May 16–18), while the second session (April 25–27) has taken place online. This hybrid format ensures both inclusivity and accessibility for participants, while fostering meaningful deliberation on complex budgetary issues. The European Commission is supported by Ifok and Missions Publiques for the methodology and facilitation.

The European Citizens’ Panels are part of the EU’s broader commitment to participatory and deliberative democracy, enabling citizens to have a direct role in shaping long-term priorities. This panel focuses specifically on the next Multiannual Financial Framework and the challenges the EU must address to build a resilient, sustainable future.
